Postmaster ( Grade I ) Examination 2013

Directorate has announced the schedule for conducting Limited Departmental Competitive Examination for promotion to the cadre of Postmaster Grade I for the year 2013 vide letter no A-34012/4/2012-DE dated 23.04.2013. The date of Examination is 30.06.2013(Sunday). The last date for receipt of applications from willing officials at their controlling units is 03.05.2013.

Meeting started at 11.15 a.m and concluded by 12.30 p.m
 
Following points were discussed in the meeting:
 
1.               Filling up of GR III posts immediately.
 
Department is now keen in implementing          the old recruitment rules of HSG I immediately to make the way to fill up the GR III posts.
 
When the loss of seniority andFinancial loss to the senior officials was raised by the staff side, it is assured that in case of any loss of seniority in case of any Postmaster, that will be considered on representation.
 
 As per the departmental view Postmaster Cadre is a Sun rising cadre with bright future.
 
 The Grade III posts will be immediately created as and when the single eligible official will be posted.
 
2.  Adhoc promotion to GR I officials:
 
 Eligible feeder cadre officials can be posted in the postmaster Gr II on ad hoc basis.  When asked about the circular on the issue, issued by the Directorate on filling up of short term vacancies:
 
It is replied that postmaster cadre officials should approach the concerned CPMG through forum till the approval of the non federated association exclusively for postmaster cadre officials.
 
Therefore the CHQ requests all the circle coordinators to form one ad hoc committee in the circle level immediately for asking for bi/four monthly meetings with PMG and at the regional level and CPMG at Circle level.
 
3. Allowing the postmaster cadre officials to appear for IP and GRB examination:
 
The Postmaster cadre officials are entered in this cadre on their own willingness as their future promotion will be on the same hierarchy.
So the question of appearing for the other cadre examination is not possible.
 
In lieu of that 100% Sr. Postmaster cadre Posts will be earmarked for the Postmaster cadre officials.
 
 
2.              Administrative, Disciplinary and all other functional powers to Postmaster cadre officials:
 
The Postmaster cadre officials will also conferred with the Administrative, Disciplinary and all other functional powers equal lent as in the case of LSG/HSGII/I and IP and ASP. Orders will be issued shortly.
 
5. Reduction of promotion eligibility period :
 
Eligibility of Promotion period between GR I to GR II and III will be reduced as in the case of general line.
 
6. All India Gradation list of postmaster is under process and shortly orders will be issued for identified offices of Sr. Postmaster at all India level.
 
In view of the above,
 
 
i)                           this is intimated to all India Postmasters to be ready for the pre recognisation process for approval to form an All India Association of Postmaster cadre, viz., giving resignation to the presently attached P3 service Unions.
 
ii    Form an ad hoc body in the circle level     as per the  procedure  laid down in the constitution which was already supplied to the concerned circle coordinators on 01.10.2012.
 
ii)                       Collection of Rs.50/- as subscription and funds for the association should be started and  the shares as mentioned in the constitution should  be distributed to Regional, Circle and CHQ under receipt and books of accounts should be maintained as envisaged in the CCS(RSA) Rules 1993.
 
 
iii)                     All the circle ad hoc committee should prepare a data of all the details of their members.
iv)                      Compliance of the above procedure should be intimated to CHQ in Maharashtra circle immediately to prepare a data base for reference.
 
 
Dear Postmasters, we are living in changing scenario of the department. So our collective attitude only will bring good results as we dreamt about the cadre when it was introduced by the department.
 
Therefore be united and make possible representation in the seventh Pay commission when it is constituted or if any injustice noticed and when we are deprived our rights to knock the door justice, our collective effort is urgently needed.
 
The approach of the CHQ is only a starting journey to knock the door of administration. Therefore all are requested to make ready them selves for verification process for which the circulars will be issued very shortly.

Postal Department to set up Post Bank of India, soon

The Indian Department of Posts may complete the planning phase for the creation of the Post Bank of India very soon. Post Bank of India is being set up to provide all banking facilities to the rural population, who have to rely upon informal sources for credit and other financial requirements.

It is reported that a detailed project report (DPR) will be submitted in a few weeks from now explaining the organization structure of the proposed institution. The DPR is likely to describe the relationship amongst the founding bodies, the Department of Posts and Post Office Savings Bank with the Post Bank of India.

For implementing the DPR, an external body of foreing consultants has been selected. The implementation of the project may be carried out by anyone of the firms - McKinsey & Co, Boston Consulting Group, Accenture Services, KPMG Advisory Services and Ernst & Young. The DPR will be finalized by December 31, 2012.

Post Bank of India is being established as a profit making institution particularly to help Department of Posts in lessening its losses

ALL INDIA POSTMASTER MEET IN MUMBAI ON 01.10.2012

I hope all Regional and Circle co ordinators from all circle have made their reservation for to attend the ALL INDIA POSTMASTERS MEET to be held at Mumbai on 1st October 2012. If not yet, please do the reservation in time to avoid last minutes hurry berry and missing of the great opportunity to participate in an All India meet to discuss and decide the fate of the cadre.

The meeting will be held at Tulsi wadi , Near RTO office, Mumbai central West(BCT). Mumbai. This is very much near to Mumbai central Railway station at 11.00 a.m.

Those who are coming from the southern/western/eastern/northern part of India are to alight at Dadar Terminus and change their journey to the western suburban train on purchasing local train tickets. Dadar Railway station is a sophasticated station with all facility and prominent sign boards to direct the travellers properly.They have to alight at Mumbai central Station is 4th station if travelled by slow local train and next station from Dadar if it is by fast train.

Those who are coming from Northern and western part of India are to alight at Mumbai Central Terminus(BCT) and change to the suburban platform.

In Mumbai Central Railyway station Suburban the Reception committee will display the way to come for the venue of the Meeting.

In the meeting we will discuss about various items which restrict us to move forward in the opted Postmaster cadre. Come with the consent letters collected from all the postmaster cadre officials and submit the same at the meeting.  All participant should come along with the points to discuss and to take up the issue to the Directorate through an adhoc committe of Postmasters.

Meeting of Postmaster Grade I Punjab Circle Held at Jalandhar

A meeting of Postmaster Grade I of Punjab Circle was held at Hotel City Hub, Near P&T Colony, Jalandhar on 2/9/2012 at 1100 hours. The following  20 officials from different parts of the Circle attended the meeting including one female member.

The meeting was started by welcome note from Sh. Dalip Kumar Postmaster Grade I, Guru Har Sahai.

Thereafter a self-introduction session was held which also included the problems being faced by the Cadre in day-to-day working.

Overall a need to create a Non-federal Association of Postmaster Cadre was felt by most of the  members present in the meeting.

The Consent Forms were also got filled from the present members. Most of the other members who could not attend the meeting, also assured that they are in favour of Non-Fedreal Association of Postmaster Cadre and they will fill and send the Consent form through Post.

Taking into consideration the All India Meeting of Postmaster Cadre to be held at Mumbai on 1/10/2012, it was decided to send 3 delegates from Punjab Circle, and the names of following officials were decided unanimously:

In the end, Sh. Gurpreet Bedi thanked all the members who participated in the meeting. The meeting was ended after a special Lunch Session.
